Southeast Bentley Area Structure Plan

On June 29, 2023, the Town and County hosted a Public Meeting at the Blindman Valley Ag Centre to inform the public about the project and to seek feedback on the proposed Plan.

As a follow-up to the Public Meeting, we encourage all Town and County residents, landowners, and businesses with interests in the Plan Area to share their perspectives on the Plan through this survey. The survey will remain open for responses until July 13, 2023 at midnight. You can access the survey by clicking here.

Your feedback is critical to the next steps of this project and will help ensure that the community’s needs and desires are incorporated into the Plan.

ABOUT THE PROJECT

The Town of Bentley and Lacombe County are working together to encourage commercial and industrial growth opportunities in the north half of Section 23-40- 1-W5M, situated within Lacombe County, southeast of Bentley.

The objective of this project is to provide a conceptual framework and design standards through which future industrial and commercial development may occur on these subject lands. The proposed Southeast Bentley Area Structure Plan has been drafted in response to the feedback received from the public meeting held in November 2022. The Plan Area has been reduced in size, removing the SW and SE 23 in response to concerns expressed by landowners. This proposed Plan also includes provisions that address concerns expressed about land use compatibility for the proposed commercial area south of 48 Avenue. The draft Plan can be viewed on either municipalities' websites.

Next Steps

After the survey closes, responses will be analyzed and the draft Plan will be adjusted as needed to address any concerns identified, as directed by the Lacombe County / Town of Bentley IDP/ICF Committee. The revised draft Plan will then be presented to Lacombe County Council for First Reading. After First Reading, County Council will set a date for a Public Hearing which will allow all affected parties to voice their perspectives to Council and ask for changes. Based on the feedback, Council may direct additional changes to the draft Plan before final adoption.

Once the Plan is adopted, the County and Town may enter into discussions pertaining to the annexation of the Plan Area lands. If an annexation application is successful, the Town may adopt the Southeast Bentley Area Structure Plan as its own planning document, subject to amendments to align with the Town’s planning framework.

The area straddles Highway 12 and is bounded by Range Road 1-1 on the east and Range Road 1-2 on the west.

Work on the Project to date has created background information and draft concepts relating to land use and how to service the Plan Area (Section 23) with roads, water, wastewater and storm drainage systems.

  • The November 16, 2022 Open House Display Boards contains the display boards from the first round of community consultation.
  • A summary of the Town of Bentley Southeast ASP Servicing Study contains the executive summary and highlights of a larger servicing study addressing the ability to service the Plan Area (Section 23) with municipal water, wastewater and storm drainage systems.
  • A summary of the Bentley Southeast ASP Transportation Impact Assessment looks at the road and improvements to five main intersections that will be needed to accommodate commercial and industrial development in the Plan Area (Section 23).
