Following the Public Hearing on March 9, 2023, Council gave third reading to Bylaw 1384/23 – South of Highway 11 (East of Haynes) Area Structure Plan and rescinded the old South of Highway 11 Area Multi-Lot Country Residential Outline Plan, originally adopted in 2001.
The purpose of this planning update is to ensure the County’s planning policies are in alignment with the Municipal Development Plan, Land Use Bylaw, and the needs and desires of the community.

What is an Area Structure Plan? |
An area structure plan is a land use plan that is adopted by bylaw. It guides future development and subdivision in a given area. In Lacombe County, an area structure plan simply identifies certain lands for potential future development. Furthermore, it outlines development standards that would apply to new developments. It does not guarantee that those lands will develop, nor does it require the landowner develop their land. |
Why is the County making an Area Structure Plan for this area? |
This Plan is intended to replace the South of Highway 11 Area Country Residential Multi-Lot Outline Plan originally adopted in 2001. The existing Outline Plan is no longer in alignment with the County's existing Municipal Development Plan and Land Use Bylaw. Since 2001, the County's planning focus has shifted away from land-intensive, large lot country residential developments to placing more emphasis on preventing the loss and fragmentation of agricultural lands and natural features through a more compact, clustered, and conservation-oriented development approach. This update ensures the County's planning policies are consistent and meet the needs and expectations of the local community. |
