Golf Carts in Lacombe County

The Minister of Transportation and Economic Corridors signed a Ministerial order on June 14, 2024, creating the Pilot Project (Golf Carts) regulation under the Alberta Traffic Safety Act. As such, the Pilot Project (Golf Carts) Regulation authorizes participating municipalities, like Lacombe County, to pass bylaws that permit registered users to legally operate golf carts on public roads.

How to register your golf cart

STEP 1: Fill out and submit the Online Golf Cart Registration Form

STEP 2: Complete your payment

If you are paying online they will need to go to our OptionPay link (below) and follow the details below. You will need to include this receipt with their application package to indicate proof of payment.

Add a description ie. Golf Permit – Sandy Point
Input the amount MANUALLY when using OptionPay
- Permit Fees for Golf Carts to operate within Residential Lake Districts of Lacombe County.
- $60 - Residential Lake Districts not otherwise specified
- $100 - Sandy Point (includes annual paid parking pass)

STEP 3: Email Lacombe County with supporting documents

Email gcpm@lacombecounty.com and include copies of the following:

Subsisting Operator’s License for the golf cart owner/applicant
Valid proof of insurance on homeowners policy including comprehensive liability insurance of $2,000,000 AND a golf cart listed on their policy.
Proof of payment (screen shot or verification email)

STEP 4: Pick up your permit and stickers

Once approved, the permit and validation sticker will be mailed unless the applicant wishes to pick up at the County Office. Mailing may take up to two weeks.

In order to successfully register your golf cart, your homeowners insurance policy MUST INCLUDE:
- The policy number and policy period (ex. July 25 , 2024, to July 25, 2025)
- minimum comprehensive personal liability coverage of 2,000,000.00,
- golf cart MUST BE clearly defined/listed as covered within the homeowner's insurance policy

Summary of the Golf Cart Bylaw

Lacombe County has enacted a bylaw to regulate the operation, regulation, and control of vehicles on highways and municipal lands within the County.

Participating municipalities can permit golf carts to operate on designated highways identified by signage with a maximum posted speed limit of 50 km/h or less.
Golf carts can only be operated on these designated highways.
The municipality must provide a permit system for golf carts operating on these highways.
The municipality must report the following information annually to the Registrar:
- Golf cart make, model, number of seats, fuel source, and vehicle equipment such as headlamps, signal, and brake lights.
- Number and age of operators.
- Intended frequency of use.
- Proof of a minimum of $2 million liability insurance coverage.

Operation restrictions for Golf Carts

Golf carts must be operated in accordance with the Traffic Safety Act, its regulations, and this bylaw.
Operators must have a valid driver’s license.
Golf carts can only be driven on designated highways.
Operators must have a valid permit for the golf cart.
Golf carts must comply with all permit terms and conditions.
Operators must drive with due care and attention, show reasonable consideration for others, not overload the golf cart, not tow anyone, and not attach any equipment or trailer to the golf cart.

Operator Responsibilities

When approaching an oncoming vehicle, pass on the right.

Yield to vehicles approaching from the right.
When overtaking another vehicle, pass on the left.
Yield to pedestrians to avoid hazards.
Maintain a safe following distance behind other vehicles, except when overtaking.
