City of Lacombe/Lacombe County ICF

The ICF Master Agreement, and the sub-agreements that flow from it, demonstrate the commitment of the City of Lacombe and Lacombe County to work collaboratively to jointly provide facilities and deliver services and programs for the benefit of both municipalities, and to manage growth and plan for the future.
This ICF was first signed in March 2020.

Town of Blackfalds/Lacombe County ICF

The ICF Master Agreement, and the sub-agreements that flow from it, demonstrate the commitment of the Town of Blackfalds and Lacombe County to work collaboratively to jointly provide facilities and deliver services and programs for the benefit of both municipalities, and to manage growth and plan for the future.
The Town of Blackfalds & Lacombe County ICF includes the following key points:
- That access will be provided to municipal facilities, programs and services to each other's residents in a manner that does not differentiate among them.
- A joint approach will be taken to capital planning for capital assets that deliver mutual benefit to both municipalities.
- A shared investment for the shared benefit has been agreed to regarding capital planning and cost-sharing.
- The municipalities will be provided with an opportunity for input into policy and service level development regarding operating cost-sharing.
- Service Inventories were created for both Blackfalds and Lacombe County to outline the types of shared services, funding mechanisms, and the party(ies) responsible for delivering them, including Water and Wastewater Services, Fire Response Services, Emergency Management, Recreation Services, Library Services and Cemetery Services.
This ICF was first signed in April 2020.

Town of Bentley/Lacombe County ICF

The Lacombe County / Town of Bentley ICF includes the following key points:
- An update and consolidation of the Fire Services Agreement between the town and county;
- An endorsement of the existing Facilities Operational Cost Sharing Agreement;
- A joint approach to capital planning for capital assets used by town and county residents;
- An opportunity for each municipality to have input into policy and service level development for operating cost-sharing;
- Service inventories outlining the types of service, funding mechanisms, and the party(ies) responsible for delivering each service (transportation, recycling, fire response, bylaw enforcement, etc.).
This ICF was first signed in October 2019.

The Lacombe County / Town of Eckville ICF includes the following key points:
- That access will be provided to municipal facilities, programs and services to each other's residents in a manner that does not differentiate among them.
- A joint approach will be taken to capital planning for capital assets that deliver mutual benefit to both municipalities.
- A shared investment for shared benefit has been agreed to regarding capital planning and cost-sharing.
- The municipalities will be provided with an opportunity for input into policy and service level development regarding operating cost-sharing.

The Lacombe County / Summer Village of Gull Lake ICF includes the following key points:
- Access will be provided to municipal facilities, programs and services to each other's residents in a manner that does not differentiate among them;
- A joint approach will be taken to capital planning for capital assets that deliver mutual benefit;
- A shared investment for shared benefit has been agreed to regarding capital planning and cost-sharing;
- An opportunity for each municipality to have input into policy and service level development for operating cost-sharing;
- Service Inventories outlining the types of service, funding mechanisms, and the party(ies) responsible for delivering each service, including Solid Waste Collection and Disposal, Fire Response Services, Emergency Management, Road Maintenance, Recreation Services (specifically the provision of facilities for recreation services and programs through the arena and community hall), and Seniors Housing.
This ICF was first signed in January 2020.

Surrounding Counties/Lacombe County ICF
|
|
The individual agreements that Lacombe County has with each of Red Deer County, Clearwater County, the County of Stettler, and Camrose County include the following points.
- Each County will continue to provide all services to its respective residents independently of the other County.
- If either County initiates a new project and/or service that may require a cost-sharing agreement, appropriate notification to the other County is required. The criteria for assessing the desirability for funding the project and/or service and a process for determining participation in it is also identified.
- An Intermunicipal Committee comprised of two elected officials and two staff members from each municipality will be the forum for reviewing the ICF on a go-forward basis.
ICFs with Red Deer County, County of Stettler, and Camrose County were first signed in March 2020.
The ICF with Clearwater County was first signed in January 2020.
