Lacombe County Manager Tim Timmons Receives R.W. Hay Award for Rural Administrative Excellence

Tim’s leadership, integrity, and commitment to our communities have shaped Lacombe County for 25 years. This award reflects the impact he has made on our organization, our region, and our residents.

Lacombe County proudly announces that County Manager Tim Timmons, CLGM, has been awarded the R.W. Hay Award for Rural Administrative Excellence by the Rural Municipalities of Alberta and the Society of Local Government Managers. This honour recognizes rural municipal administrators who demonstrate leadership, innovation, integrity, and a strong commitment to public service.

Celebrating 25 Years of Leadership
Tim joined Lacombe County in 2000, bringing nearly a decade of municipal experience from his earlier roles with the Town of Sundre, the Municipal District of Wainwright, and the County of Stettler. 
Known for his calm, thoughtful approach and ability to build genuine relationships, Tim quickly became a cornerstone of the organization. Appointed County Manager in 2018, his leadership has fostered a culture of trust, growth, and respect, making Lacombe County a workplace where many employees build long-term careers.

Investing in People and Innovation 
Tim has championed professional development, supporting staff in achieving designations, training, and leadership opportunities. His commitment to learning has strengthened the County’s expertise in areas from municipal planning to mental health awareness. In 2021, Tim donated his $3,000 Award of Excellence prize to expand staff training.

Under his guidance, innovation thrives. Initiatives like the Empowered by Innovation program have led to creative projects, including a County tree farm in a reclaimed gravel pit—a long-term investment for beautification and construction.

Regional Collaboration and Community Service
Tim’s reputation for fairness has strengthened regional partnerships, completing 15 Intermunicipal Collaboration Framework agreements and supporting recreation projects across Central Alberta. Beyond municipal work, Tim has dedicated decades to volunteer service, including rebuilding St. Stephen Catholic Church, youth hockey involvement, and 40 years of blood donation.
