Lacombe County allows golf carts on public roads as part of pilot program

Lacombe County is excited to be participating in a new provincial pilot project that will allow the use of golf carts on designated public roads. This initiative follows the signing of a Ministerial Order last month by The Honorable Devin Dreeshen, Minister of Transportation and Economic Corridors, which created the Pilot Project (Golf Carts) Regulation under the Alberta Traffic Safety Act. 

This regulation authorizes participating municipalities, like Lacombe County, to pass bylaws that permit registered users to legally operate golf carts on public roads.

Lacombe County has 22 Residential Lake Districts (RLD) located around Gull and Sylvan Lake. Historically, the practice of utilizing unregistrable golf carts as a mode of transportation on public roads in and around these RLDs has been a source of concern for Lacombe County, much to the frustration of residents in these areas. Approximately three years ago, due to the increase in the number of golf carts on public roads and the expansion of RLD areas, Lacombe County initiated an education and enforcement program aimed at reducing unlawful golf cart use on public roads. 

There will be a permit fee for golf carts, for them to operate within RLDs of Lacombe County and will ensure that the users of this program are funding it, instead of County taxpayers. These fees are:

  • $60 - Residential Lake Districts not otherwise specified    

  • $100 Sandy Point (includes paid parking fees) 

As a pilot community, Lacombe County has enacted a bylaw to regulate the operation, and control of golf carts on highways and municipal lands within the County.  

The new Golf Cart bylaw includes the following regulations: 

  • Participating municipalities can permit golf carts to operate on designated public roads identified by signage with a maximum posted speed limit of 50 km/h or less. 

  • The municipality must provide a permit system for golf carts operating on these roadways. 

  • The municipality must report the specific information from the participating registered golf carts annually to the Province.
