Ponoka County Intermunicipal Development Plan Rescindment

The County is hosting a public hearing for the Rescindment of the Ponoka County/Lacombe County Intermunicipal Development Plan on Thursday, April 9, 2026 at Lacombe County Council Chambers.

Your input on the rescindment is valued and encouraged, and anyone wishing to comment on the proposed Bylaw will have an opportunity to so at the public hearing.

The Ponoka County/Lacombe County Intermunicipal Development Plan was created in 2020 to guide the future planning and development of lands within 1 mile of the intermunicipal boundary pictured below. 

The Plan was created at a time when all municipalities with shared boundaries were required to adopt Intermunicipal Development Plans by the Municipal Government Act

The Municipal Government Act requirement for municipalities with shared boundaries to adopt an Intermunicipal Development Plan no longer exists, and the bylaw to rescind the plan is a red tape reduction effort by the County.

Almost all of the policies outlined in this Plan are also included in the County’s Municipal Development Plan, and the County has adopted several other plans within the existing Intermunicipal Development Plan area to guide development in areas where future development is anticipated.

The only policy that would be eliminated by the rescindment of this plan is a policy prohibiting the development and expansion of Confined Feeding Operations within 1 mile from the boundary of Chain Lakes. However, the County will have the opportunity to comment on applications to develop and expand Confined Feeding Operations submitted to the Natural Resources Conservation Board.

No other policies or regulations impacting development in the County would be removed should the plan be rescinded.

Rules during a Zoom Lacombe County public hearing?
The public is welcome to attend virtually through the Zoom video conferencing system. The public will be able to listen/observe the entire meeting, but like in face-to-face meetings, there will only be certain times that the public can comment.  These opportunities include:

  • During a public hearing when public feedback is requested;
  • Public delegations to Council (pre-registration required); and
  • When permitted by the Chair/Reeve
