South Sylvan Lake Area Off-site Levy Bylaw (Bylaw 1442/25) for Road Improvements

Lacombe County is hosting a public hearing for the SOUTH SYLVAN LAKE AREA OFF-SITE LEVY! 

Lacombe County is proposing an off-site levy in the South Sylvan Lake Area (refer to map ) to fund the upgrading of County roadways from gravel to paved asphalt, as well as intersection improvements.

First Reading to Bylaw 1442/25 was given September 11, 2025 by Lacombe County Council.

Objective of this Levy

  • The goal of this initiative is to improve road safety and accessibility for future residents while ensuring that the costs of these upgrades are equitably shared among new developments.

Levy Details

  • The off-site levy fund will only apply to new development areas that benefit from these improvements, and is based initially  on a development horizon of 20 years.
  • There are existing residential developments within the study area that have already contributed to roadway improvements through a per lot levy.
  • The proposed off-site levy set by this bylaw is $23,769.00 per hectare, which reflects the proportional cost of providing the aforementioned road upgrades to the contributing benefitting area.

Important Note

  • This levy will only be applicable to lands if they are rezoned or if a change in land use contributes to an intensification of traffic.

Council has scheduled a PUBLIC HEARING to hear your feedback on the proposed off-site levy.

A Public Hearing presents the proposed bylaw, and gives members of the public an opportunity to speak to Council about it and provide input before adoption. Your input is valued and encouraged.

Anyone wishing to comment on the proposed bylaw will have an opportunity to do so at the Public Hearing.

The Public Hearing will take place on October 9, 2025 at 9:00 AM

Participate in the public hearing to voice your opinion. There are 3 ways you can provide input:

1. Attend and speak in person

Attend in person at the Lacombe County office, in Council Chambers. Our office is located 2½ miles west of Highway 2 at the intersection of Spruceville Road and Highway 12

2. Attend and speak virtually

Rules during a Zoom Lacombe County public hearing?

The public is welcome to attend virtually through the Zoom video conferencing system. The public will be able to listen/observe the entire meeting, but like in face-to-face meetings, there will only be certain times that the public can comment.  These opportunities include:

  • During a public hearing when public feedback is requested;
  • Public delegations to Council (pre-registration required); and
  • When permitted by the Chair/Reeve

*Anyone wishing to speak via Zoom will have to either join via computer/laptop or by phone. To indicate that you wish to speak:
                    By Computer:  Use the "Raise Hand" option on Zoom
                    By Phone:  Hit *9 to indicate that they would like to speak.
