Lacombe County is proposing an off-site levy in the South Sylvan Lake Area (refer to map ) to fund the upgrading of County roadways from gravel to paved asphalt, as well as intersection improvements.
First Reading to Bylaw 1442/25 was given September 11, 2025 by Lacombe County Council.
Objective of this Levy
- The goal of this initiative is to improve road safety and accessibility for future residents while ensuring that the costs of these upgrades are equitably shared among new developments.
Levy Details
- The off-site levy fund will only apply to new development areas that benefit from these improvements, and is based initially on a development horizon of 20 years.
- There are existing residential developments within the study area that have already contributed to roadway improvements through a per lot levy.
- The proposed off-site levy set by this bylaw is $23,769.00 per hectare, which reflects the proportional cost of providing the aforementioned road upgrades to the contributing benefitting area.
Important Note
- This levy will only be applicable to lands if they are rezoned or if a change in land use contributes to an intensification of traffic.
