Sylvan Lake Rezoning

Lacombe County Council gave third and final reading to Bylaw 1111/10 to redesignate approximately 27.45 hectares (67.83 acres) on Lot 2 Block 1 Plan 062 0435, Pt. NE 17-39-1-W5M from Agricultural 'A' to Residential Lake Area 'R-RLA' District. The zoning change has been requested to allow for the development of a 49-lot clustered style residential development which consists of interconnected pedestrian trail network and day use amenities such as an outdoor gym and playground.

To ensure broad access to information about the proposal, a copy of the proposed site development plan and supporting technical documents are posted below. Please note that these materials are provided as general information.

Titled Area: approx. 27.5 ha (68 acres)

Palm Cove Bylaw 1367/22

On April 14, 2022, Council gave second reading to Bylaw 1367/22 to rezone approximately 3.65 hectares (9.04 acres) of W½ 34-39-02-W5M to Residential Conservation Cluster ‘R-RCC' District.

In 2011, Qualico Communities received approval to redesignate approximately 38.69 hectares (95.61 acres) on W½ 34-39-02-W5M to Residential Conservation Cluster ‘R-RCC' District, to develop a 59-lot residential development, to be known as Palm Cove.

The property is situated on the north shore of Sylvan Lake, directly west of the Summer Village of Sunbreaker Cove and directly east of the existing 6-lot Palm Bay residential subdivision. Access to the property is directly from Rainy Creek Road.

Qualico Communities is now seeking permission to slightly revise the original approval, in Stage 1 of the development. The proposed revision has been prepared to retain as much as possible from the original approval.

The subdivision lot count in Stage 1 remains at 59-lots in the revised concept, but the location of some lots has changed. The lot sizing has been reduced from an average size of 0.40 acres to 0.25 acres. The reduction in lot sizing drastically reduced the footprint of Stage 1 which is now limited to the central and west-central portions of the site. Two new cul-de-sacs have been added to the west-central portion of the site, to take advantage of the proximity to the lake amenity areas and lake views.

In order to accommodate the proposed revision to the lot layout, approximately 3.65 hectares (9.04 acres) of W½ 34-39-02-W5M land must be rezoned from Agricultural ‘A' District to Residential Conservation Cluster ‘R-RCC' District.

Palm Cove Bylaw 1128/10

Lacombe County Council gave third and final reading to Bylaw 1128/10 on September 22, 2011 to rezone approximately 37.24 hectares (92.47 acres) on NW & SW 34-39-2-W5M from Agricultural ‘A' to Residential Conservation Cluster ‘R-RCC' District.

The zoning change has been requested to allow for the development a 59-lot clustered style residential development, to be known as Palm Cove, which consists of interconnected pedestrian trail networks, abundant green space, as well as tree and slope preservation initiatives. A large component of this development includes public access and day use amenities. In their Concept Plan, Qualico has proposed a boat launch, day use beach, as well as an environmental and historic interpretive area.

On February 28, 2019, Lacombe County Council gave third and final reading to Bylaw 1235/17 to rezone approximately 2.96 hectares (7.31 acres) of land on Pt. NW 21-39-02-W5M, located on the west side of Sylvan Lake, from Residential Lake Area "R-RLA" District to Agricultural "A" District.

At the February 11, 2016 meeting, Council gave third reading to Bylaw 1214/15 which allows for the redesignation of a 2.57 ha (6.368 acre) parcel of land located on Pt. NW 21-39-2-W5M from Recreational "P-R" District to Agricultural "A" District. The purpose of this redesignation is to facilitate the development of a future residence.

Delta Land Co. Inc. is proposing to develop a 515-unit bare land condominium recreational vehicle resort on an approximately 60 ha (148 acre) parcel of land located at the intersection of Rainy Creek Road and Sunbreaker Cove Road. The proposed RV resort, which is intended to be developed in four phases, will include a 9 hole par 3 golf course and other recreational facilities for public use, including a water park similar to Red Deer's Discovery Canyon at the River Bend Golf & Recreation Area. A conceptual plan showing what is proposed for the site is posted below.

Council recently gave third and final reading to the Bylaw to rezone the lands from Agricultural “A” District to Recreational Vehicle Resort “R-RVR” District under the County's Land Use Bylaw.

Lacombe County Council has given third and final reading to Bylaw No. 1143/11 the purpose of which is to amend the zoning on SE 17-39-1-W5M from Agriculture "A" to Conservation Cluster "R-RCC" District and Higher Density Lakeshore Residential "R-HDLR". Belterra Land Company has received subdivision approval to develop approximately 19.63 hectares (48.51 acres) on SE 17-39-1-W5M, just north of the Summer Village of Birchcliff. The development will comprise of a 49-lot clustered style residential development, to be known as The Slopes.
